Armand Joseph Fisher, of Glastonbury, Connecticut, a registered representative formerly associated with MetLife Securities Inc., has been censured and fined $5,000.00 by The State of Connecticut Insurance Department based upon allegations that he effected the sales of annuity products for two customers that were not in the customers’ best interests. Case No. FC 15-54 (Sept. 22, 2015).
Financial Industry Regulatory Authority (FINRA) Public Disclosure reveals that Fisher has been identified in seven additional customer initiated investment related disputes containing allegations of his misconduct while associated with MetLife Securities, Equity Services, Inc., and Washington Square Securities. Particularly, on June 23, 2003, a customer filed an investment related written complaint involving Fisher’s conduct, in which the customer requested $71,199 in damages based upon allegations that Fisher misrepresented and omitted facts concerning the customer’s investment in a variable universal life insurance contract.
Additionally, on February 18, 2004, a customer filed an investment related written complaint regarding Fisher’s activities, in which the customer requested $311,954.00 in damages based upon allegations that Fisher made omissions and misrepresentations to the customer regarding a variable universal life policy. Further, on July 2, 2009, a customer initiated investment related written complaint involving Fisher’s conduct was settled, in which the customer’s claim was based upon allegations that Fisher did not apprise the customer about the terms and characteristics of the customer’s insurance policy.
On April 3, 2014, another customer initiated investment related written complaint regarding Fisher’s activities was resolved for $33,891.13 in damages based upon allegations that Fisher made unsuitable investment recommendations to the customer concerning the exchange of the customer’s existing annuity into a variable annuity contract. Moreover, between October 29, 2015, and November 9, 2015, Fisher was named in two customer initiated investment related written complaints based upon allegations that Fisher made misrepresentations to the customers regarding the terms and conditions of variable annuity products.
Fisher’s registration with MetLife Securities Inc. ended on October 15, 2013. Since October 4, 2013, Fisher has been registered with Signator Investors, Inc.
