Marie Bernadette Kincheloe (also known as Marie Bernadette McCarron) of Roanoke Virginia a stockbroker formerly associated with Allstate Financial Services has been barred from associating with any Financial Industry Regulatory Authority (FINRA) member in any capacity based on findings that she obstructed a FINRA investigation into her possible arrangement with an unregistered individual in handling securities transactions. Letter of Acceptance Waiver and Consent No. 2019064729701 (June 1, 2020).
According to the AWC, FINRA was notified by Allstate in a Uniform Termination Notice for Securities Industry Registration dated November 26, 2019 that Kincheloe was the subject of an internal inquiry into accusations that she enlisted an unregistered, unauthorized person to handle securities related activities.
FINRA commenced an investigation into Kincheloe following Allstate’s notification. On April 28, 2020, Kincheloe was asked by FINRA personnel for information and documentation. Kincheloe’s legal counsel corresponded with FINRA on May 7, 2020 to reveal that Kincheloe refused to hand anything over to the regulator. FINRA determined that Kincheloe’s failure to cooperate in the investigation constituted the violation of FINRA Rules 2010 and 8210. She was barred as a result.
Kincheloe was employed by Allstate between September 17, 2015 and November 26, 2019.
