Patrick Allen English of Phoenix, Arizona, a stockbroker formerly registered with Comerica Securities, has been barred from associating with any Financial Industry Regulatory Authority (FINRA) member in any capacity based upon accusations that English refused to cooperate with a FINRA investigation into allegations of unauthorized trading. Letter of Acceptance, Waiver, and Consent No. 2022075677601 (August 12, 2022).

According to the AWC, FINRA began investigating English’s activities after receiving a Form U5 Termination Notice from Comerica Securities. The securities broker dealer indicated to FINRA that English was permitted to resign based upon accusations that he failed to make transactions in customer accounts contrary to what he told customers.

In November 2021, English cooperated with FINRA’s investigation by providing documents and information as sought. However, by July 2022, English had stopped cooperating with the investigation. On July 5, 2022, FINRA sent a letter to English requesting that he make himself available for on-the-record testimony. Through his attorney, English sent an email to FINRA on July 19, 2022, indicating that he received the request but would not appear for testimony. Accordingly, English violated FINRA Rules 2010 and 8210.

English was associated with Comerica Securities from May 25, 2016, to March 9, 2021.
